Governance Structure

The Washtenaw County Board of Commissioners approved a new governance structure on March 1st that will direct the Wireless Washtenaw project once the provider contract is awarded in September 2006.

Per the new structure, a Stakeholder Committee will be created which will consist of representatives from all participants who contribute public assets to the project. Public entities that sign the Master Participation Agreement will receive a seat on this committee. This will provide the local units of government, along with other potential stakeholders, a voice in the direction and success of the project. To ensure constituent satisfaction, the Stakeholder Committee will be tasked with reviewing and evaluating the status reports surrounding the wireless service.

An Executive Operations Committee (EOC) will assist the Stakeholder Committee in evaluating the wireless network. Consisting of select representatives from Washtenaw County and the Stakeholders, the committee will investigate network concerns at the direction of the Stakeholder Committee. In addition, the EOC will ensure timely deployment of services and monitor all project agreements. Results from these activities will be presented to the Stakeholder Committee, who in turn will develop a recommendation for the Board of Commissioners.

Advising each of these committees is a Strategic Advisory Committee. Composed of key project collaborators and partners, the Strategic Advisory Committee will provide strategic advice and technological information to the other committees.

Collectively, these three committees will perform an advisory function and will formally report their recommendations to the Washtenaw County Board of Commissioners, who will take action on the items brought forth.
